Yes, the owners can sometimes sit on their properties under a tax advantaged plan of attack, but local communities suffer when that happens as underutilized properties often contribute to blight and low tax base. Municipal governments sell properties via auctions and collect funds from the sale of the properties but if you look carefully at the municipal return on investment when the future owners merely sit on the property the returns are rather paltry. Similarly, when properties are held by non-profit organizations and religious institutions, they rarely create positive cash flow for the institutions—the very institutions which need the funds to sustain themselves and underwrite their good work!
